Manipur PSC Civil Services Exam Pattern 2023

  1. The Combined Competitive Examination comprises two successive stages :
  • The Manipur Civil Services Combined Competitive Preliminary Examination (Objective Type) for the Selection of candidates for Main Examination; and
  • The Combined Competitive Main Examination (Written and Interview) for the selection of the candidates for the various services & posts for which examination is
  1. The Manipur Civil Services Combined Competitive Preliminary Examination will consist of 1 (one) paper of objective type (multiple choice questions) and carry a maximum of 300 marks in General Studies only, for which the syllabus is mentioned in sub-section (A) of Section-II. This Examination is meant to serve as a screening test only; the marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of The number of candidates to be admitted to the Main Examination will be 12 (twelve)

– 13 (thirteen) times the total approximate number of vacancies to be filled in the year in the various services and posts. Only those candidates who are declared by the Commission to have qualified in the Preliminary Examination in a year will be eligible for admission to the Main Examination of that particular year, provided they are otherwise, eligible for admission to the Main Examination.

  1. The Combined Competitive Main Examination will consist of Written Examination and Interview/Personality The Written Examination will consist of 8(eight) compulsory papers of conventional essay type in the subjects set out in sub-section-(B) of Section-II. Also note(ii) under para-I of sub-section-(B) of Section–II may be seen.
  2. Candidates who obtain such minimum qualifying marks in the written part of the Main Examination as may be fixed by the Commission at their discretion, shall be summoned by them for an interview for a personality test under sub-section-(C) of Section-II. However, the paper on General English will be of qualifying nature. Also see Note(ii) under Para-I of sub- Section-(B) of Section-II. The marks obtained in General English will not be counted for The number of candidates to be summoned for interview will be about twice the number of vacancies to be filled up. The interview will carry 300 marks (with no minimum qualifying marks).

Marks thus obtained by the candidates in the Main Examination (Written part as well as Interview) would determine their final ranking. Candidates will be allotted to the various services/posts keeping in view their ranks in the Examination and the preferences expressed by them for the various services/posts.

SECTION – II

SCHEME AND SUBJECTS FOR THE PRELIMINARY AND MAIN EXAMINATIONS:

(A)       COMBINED COMPETITIVE PRELIMINARY EXAMINATION:

The Manipur Civil Services Combined Competitive Preliminary Examination will be in Single Paper of objective type in the Subject “General Studies” (degree standard) of 3 (three) hours duration having 200 questions, with a maximum of 300 marks.

( B)      COMBINED COMPETITIVE MAIN EXAMINATION (WRITTEN AND INTERVIEW):

  1. The written examination will consist of the following papers: –

The interview test will carry 200 marks. Note :

  • The paper on General English will be of Matriculation or equivalent standard and will be of qualifying The marks obtained in the paper will not be counted for ranking.
  • Evaluation of papers, namely, “Essay”, “General Studies” and Optional Subject of all the candidates would be done simultaneously along with evaluation of their qualifying papers on “English” but the papers on “Essay”, “General Studies” and Optional Subject of only such candidates will be taken cognizance who obtain minimum 40% marks in the qualifying papers e. General English.
  • For the literature papers of the Languages, the scripts to be used by the candidates will be as under: –

Total number of questions in the question papers of optional subjects will be eight. All questions will carry equal marks. Each paper will be divided into two parts, viz. Part A and Part B, each Part containing four questions. Out of eight questions, five questions are to be attempted. One question in each Part will be compulsory. Candidates will be required to answer three more questions out of the remaining six questions, taking at least one question from each Part. In this way, at least two questions will be attempted from each Part i.e. one compulsory question plus one more.

Note (i)           Candidates will not be allowed to offer the following combination of subjects: –

  • Political Science     and     International      Relations     and                  Public Administration;
  • Commerce & Accountancy and Management;
  • Mathematics and Statistics;
  • Anthropology and Sociology;
  • Agriculture & Animal Husbandry and Veterinary Science;
  • Management and Public Administration;
  • Of the   Engineering    Subjects       Civil    Engineering,       Electrical Engineering and Mechanical Engineering – not more than one subject;
  • Animal Husbandry & Vety. Science and Medical
  • Education and Philosophy or Psychology or

(ii) The question papers for the Main Examination will be of conventional (Essay) type.

  • Each papers will be of 3(three) hours
  • Question papers in all the subjects shall be answered in English except those in the literature or language in which the answer should be in the script concerned, as also mentioned in Note (iii) of Sub-Section B of Section-II

GENERAL INSTRUCTIONS:

(Preliminary as well as Main Examination)

  • Candidates must write the papers in their own hand. In no circumstances, will they be allowed the help of a scribe to write the answers for
  • The Commission have discretion to fix qualifying marks in any or all the subjects of the
  • Credit will be given for orderly, effective, and exact expression combined with due economy of words in all subjects of the examination.
  • In the question papers, whenever required, I. units will be used.
  • Candidates should use only International Form of Indian numerals (i.e. 1,2,3,4,5,6 ) while answering question papers.
  • Marks will not be allotted for mere superficial
  • Candidates are allowed to use battery operated pocket calculators for conventional (Essay) type papers only. No calculator is allowed for objective type papers. Loaning or interchanging of calculator in the examination hall is not
  • If the candidate’s handwriting is not easily legible, a deduction will be made on this account from the total marks otherwise accruing to him.

(C)       INTERVIEW TEST:

The candidates will be interviewed by a Board who will have before them a record of his / her career. He/ She will be asked question on matters of general interest with specific stress on matters relating to Manipur. The objective of the Interview is to assess the personal suitability of the candidates for a career in public service by a Board of competent and unbiased observers. The test is intended to judge the mental calibre of a candidate. In broad terms, this is really an assessment of not only his/her intellectual qualities but also social traits, his/her interest in current affairs, mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgment, variety and depth of interest, ability of social cohesion and leadership, intellectual and moral integrity.

  1. The technique of the interview is not that of a strict cross – examination but of a natural though directed and purposive conversation which is intended to reveal the mental qualities of the candidates.
  2. The interview test is not intended to be a test either of the specialised or general knowledge of the candidates which has been already tested through their written papers. Candidates are expected to have taken an intelligent interest not only in their special subjects of academic study but also in the events which are happening around them both within and outside Manipur or the Country as well as in modern currents of thought and in new discoveries which should arouse the curiosity of well educated youths.

Paper 1

  • Current events of national and international importance.
  • History of India and Indian National Movement.
  • Indian and World Geography-Physical, Social, and Economic, Geography of India and the World.
  • Indian Polity and Governance-Constitutional, Political System, Panchayat Raj, Public Policy, Rights Issues, etc.
  • Economic and Social Development – Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
  • General Issues of Environment ecology, Bio-diversity, and Climate Change – that do not require subject specialization.
  • General Science.

Paper 2

  • Comprehension;
  • Interpersonal skills including communication skills;
  • Logical reasoning and analytic ability;
  • Decision-making and problem-solving;
  • General mental ability;
  • Basic numeracy (number and their relation, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency, etc. – Class X level);

Note 1: Paper II of the Manipur Civil Services Combined Competitive (Preliminary) Examination will be a qualifying paper with a minimum qualifying mark fixed at 33%.

Note 2: The questions will be of multiple choice, objective type.

Note 3: It is mandatory for the candidate to appear in both the Papers of Manipur Civil Services Combined Competitive (Prelim) Examination for the purpose of evaluation.
Therefore, a candidate will be disqualified in case he/she does not appear in both the papers of the Manipur Civil Service Combined Competitive (Prelim) Examination.

QUALIFYING PAPER ON ENGLISH

The aim of the paper is to test the candidate’s ability to read and understand serious discursive prose, and to express his ideas clearly and correctly, in English.

The pattern of question would be broadly as follows:-
(i) Comprehension of given passage.
(ii) Precise Writing.
(iii) Usage and vocabulary.
(iv) Short Essays

Note 1: The papers on English will be of Matriculation or equivalent standard and will be of qualifying nature only. The marks obtained in this paper will not be counted for ranking.

Paper 1 – Essay

Candidates may be required to write essays on multiple topics. They will be expected to keep close to the subject of the essay to arrange their ideas in an orderly fashion and to write concisely. Credit will be given for effective and exact expression.

Paper II: General Studies – I (Indian Heritage and Culture, History, and Geography of the World and Society)

  • Indian culture will cover the salient aspects of Art Forms, literature, and Architecture from ancient to modern times.
  • Modern Indian history from about the middle of the eighteenth century until the present – significant events, personalities, and issues.
  • The Freedom Struggle – its various stages and important contributors/ contributions from different parts of the country.
  • Post-independence consolidation and reorganization within the country.
  • History of the world will include events from the 18th century such as the industrial revolution, world wars, redrawing of national boundaries, colonization, decolonization, and political philosophies like communism, capitalism, socialism, etc. – their forms and effect on society.
  • Salient features of Indian Society, Diversity of India.
  • Role of women and women’s organization, population and associated issues, poverty and developmental issues, urbanization, their problems, and their remedies.
  • Effects of globalization on Indian society.
  • Social empowerment, communalism, regionalism, and secularism.
  • Salient features of the world’s physical geography.
  • Distribution of key natural resources across the world (including South Asia and the Indian sub-continent); factors responsible for the location of primary, secondary, and tertiary sector industries in various parts of the world (including India).
  • Important Geophysical phenomena such as earthquakes, tsunamis, Volcanic activity, cyclones, etc., geographical features and their location changes in critical geographical features (including water-bodies and ice-caps) and flora and fauna and the effects of such changes.

Paper III: General Studies II (Governance, Constitution, Polity, Social Justice, and International relations)

  • Indian Constitution – Historical underpinnings, evolution, features, amendments, significant provisions, and basic structure.
  • Functions and responsibilities of the Union and the States, issues, and challenges about the federal structure, devolution of powers, and finances up to local levels, and challenges therein.
  • Separation of powers between various organs disputes redressal mechanisms and institutions.
  • Comparison of the Indian constitutional scheme with that of other countries.
  • Parliament and State legislatures- structures, functioning, the conduct of business, powers & privileges, and issues arising out of these.
  • Structure, organization, and functioning of the Executive and the Judiciary – Ministries and Departments of the Government; pressure groups and formal/ informal associations and their role in the Polity.
  • Salient features of the Representation of People’s Act.
  • Appointment to various Constitutional posts, powers, functions, and responsibilities of various Constitutional Bodies.
  • Statutory, regulatory, and various quasi-judicial bodies.
  • Government policies and interventions for development in various sectors and issues arising out of their design and implementation.
  • Development processes and the development industry – the role of NGOs, SHGs, various groups and associations, donors, charities, institutional and other stakeholders.
  • Welfare schemes for vulnerable sections of the population by the Centre and States and the performance of these schemes; mechanisms, laws, institutions, and bodies constituted for the protection and betterment of these vulnerable sections.
  • Issues relating to the development and management of Social Sector/ Services relating to Health, Education, and Human Resources.
  • Issues relating to poverty and hunger.
  • Important aspects of governance, transparency, and accountability, e–governance applications, models, successes, limitations, and potential; citizens charters, transparency & accountability, and institutional and other measures.
    Role of civil services in a democracy.
  • India and its neighborhood- relations.
  • Bilateral, regional, and global groupings and agreements involving India and/ or affecting India’s interests.
  • Effect of policies and politics of developed and developing countries on India’s interests, Indian diaspora.
  • Important International institutions, agencies, and fora- their structure, mandate.

Paper IV: General Studies – III (Technology, Economic Development, Biodiversity, Environment, Security and Disaster Management)

  • Indian Economy and issues relating to planning, mobilization, of resources, growth
    development, and employment.
  • Inclusive growth and issues arising from it.
  • Government Budgeting.
  • Major crop-cropping patterns in various parts of the country. – Different types of irrigation and irrigation systems storage, transport, and marketing of agricultural produce and issues and related constraints; e-technology in the aid of farmers.
    Issues related to direct and indirect farm subsidies and minimum support prices; Public Distribution System -objectives, functioning limitation, revamping; issues of buffer stocks and food security; Technology missions; economics of animal-rearing.
    Food processing and related industries in India-scope and significance, location, upstream and downstream requirements, and supply chain management.
  • Land reforms in India.
  • Effects of liberalization on the economy, changes in industrial policy, and their effects on industrial growth.
  • Infrastructure: Energy, Ports, Roads, Airports, Railways, etc.
  • Investment models.
  • Science and Technology-developments and their application and effects in everyday life.
  • Achievements of Indians in Science & Technology; indigenization of technology and development of new technology.
  • Awareness in the fields of IT, Space, Computers, robotics, nano-technology, biotechnology, and issues relating to intellectual property rights.
  • Conservation, environmental pollution, and degradation, environmental impact assessment.
  • Disaster and disaster management.
  • Linkages between development and spread of extremism.
  • Role of external state and non-state actors in creating challenges to internal security.

Paper V: General Studies – IV (Ethics, Integrity, and Aptitude)

  • Ethics and Human Interference: Essence, determinants, and consequences of Ethics in-human action; dimensions of ethics; ethics in private and public relationships.
  • Human values– lessons from the lives and teachings of great leaders, reformers, and administrators; the role of family society and educational institutions in inculcating values.
  • Attitude: content, structure, function; its influence and relation with thought and behavior, moral and political attitudes; social influence and persuasion.
  • Aptitude and foundational values for Civil Service, integrity, impartiality and nonpartisanship, objectivity, dedication to public service, empathy, tolerance, and compassion towards the weaker sections.
  • Emotional intelligence concepts, and their utilities and application in administration and governance.
  • Contributions of moral thinkers and philosophers from India and the world.
  • Public/ Civil Service values and Ethics in Public administration: Status and problems; ethical concerns and dilemmas in government and private institutions; laws; rules, regulations, and conscience as sources of ethical guidance; accountability and ethical
